It's clear what Alabaster is up to -- social engineering to stop the endless cycle of wars and bring about a peaceful Star League, presumably maintaining Terran supremacy.

and in the process creating most of said endless cycle of wars, and ensuring that Terran supremacy inevitably fails due to human nature.
