According to page 130 of the third printing of Interstellar Operations: Alternate Eras, robotic aerospace units never attempt to cross the interface between a planetary atmosphere and space. Why is this? Is that just a limitation in combat, or are they somehow incapable of doing so?

I'm mainly asking because I think an unmanned Small Craft would be great for ferrying cargo to and from planetary surfaces, especially for civilian shipping. Think loading and unloading a Behemoth, resupplying space stations and satellites, and other routine tasks.
