Slugthrower Specialty Ammo Availability Ratings

I was just looking through the old Lostech book at specialty slugthrower ammo. I cannot believe how much the availability ratings changed in ATOW. Does anyone know the logic behind that?

Nearly two weeks later, crickets on ask the writers. I have another old ATOW question that is nearly a year old too. It seems to me at least, that ATOW is largely abandoned on these forums. Which is a shame, as my group enjoys playing it.
