Hi,

1) Just to confirm adding command points to the pool is the first step done during the command phase.

2) Are all commands issued only during the command phase? If not what are the exceptions?

1) Yes.
2) Yes.

The only thing I see happening with commands outside of the command phase is executing them and then dropping the non-banked points in the end phase.  No moving, pulling new commands, banking points, etc in anything but the command phase.
