HarJel and the Scorpion Empire

By my understanding, there are only two sources of HarJel in known space: one (Strato Domingo) in the Clan Homeworlds, and the other (Jonah's Reach, in the Twycross system) in the Inner Sphere.

In the wake of the Wars of Reaving, the Homeworld Clans (at last reporting) had placed Strato Domingo under new management, yet still had access to the HarJel reserves to be found there. While Clan Sea Fox has established its hold over Jonah's Reach as of the ilClan Era, even as the political situation on Twycross proper has changed over time.

In the case of Clan Goliath Scorpion: they would have no access to the Homeworlds post-Abjuration. But in more recent files, such as Spotlight On: Hellion Keshik, it is noted that there are long-range contacts between the Scorpions and the Sea Foxes - to include the recently seized Scorpion enclave in the Chaine Cluster.

So, I was wondering: do the Scorpions have access to HarJel via trade with the Sea Foxes?

If so, do they import enough of this material so as to permit them to make use of HarJel-equipped units "normally" (by Clan standards) in game terms; or is there a certain percentage of such units in Total Warfare or Alpha Strike scale which would be be required to go without?

And if not, does their touman have to make do without this substance entirely - or, as an alternative, might it be possible for there be a world within the Empire where a local equivalent to HarJel could be discovered?
