Please Explain Campaign Parts Availability

I thought I had reasonable idea how this worked, but apparently not.

I know about Era (obviously), Unit Rating (i think), and Location, and current Mission (if you have that option selected, which I do).

But over the last 7 weeks, my rating, location, and mission (None) all have not changed.  The 4th SW is still ongoing, so I kinda doubt the Era modifier(s?) have changed.
And yet ...
The Campaign Parts Availability (CPA) changed from 3 on the last day of my Garrison Duty contract (under Comstar Interdict) to 1 the following day.  Okay, I wasn't sure how it would change, but I was pretty sure there would be some change.
Then it bounced back to 3 the following day, then down to 2, then back to 3, where it stayed for 6 weeks, when it dropped to 1.  Then two days later it went back to 3.  WTF?!

If there is anything my merc company can reasonably do to easily and positively affect CPA, I'm sure they would love to know.

This is covered in the AtB Spreadsheet in the docs folder. Campaign Systems tab starting around row 243

You should be able to hover over the rating on the bottom and tell you why it's that way.

Unfortunately, I do not see anything in that section that would explain why the CPA is bouncing up and down.  (Tho I had no idea that my Logistics Admin actually affected CPA.  Nor that this era of decreased CPA extended all the way to 3040.  Yikes!  These are both good pieces of info to have!!)

Hovering over the CPA rating at the bottom of the window does not provide any tooltip explanation.  It is supposed to??
The game does (usually) provide info when hovering over the TargetNumber in the parts-on-order list.  Is that what you were thinking of?

What version are you using?

In a nutshell.

Part Availability Calculation

1. Contract you're on:
  • Guerrilla Ops: Hope you packed spare parts (Level 0)
  • Raids: Quick in-and-out limits resupply (Level 1)
  • Planetary Assault/Relief Duty: Better logistics support (Level 2)
  • Pirate Hunting: Moderate backing from employers (Level 3)
  • Other Contracts: Varies, often well-supplied (Level 4)
  • Between Contracts: Relies on your unit's reputation

2. Your Unit's Reputation (between contracts)
3. Your Logistical Wizard's Expertise (aka...the Admins)
4. The Tides of Technology (What era you're in)

Plus, there are random factors that can affect availability:
  • Logistics Failure: Your supplies got "misplaced." How unfortunate.
  • Bonus Windfall: Lady Luck smiles upon your quartermaster.
  • Subcontracts: New partners, new supply chains, new headaches.
  • Special Events: The universe has a way of keeping things interesting.
