Intended firing order/sequence:
Turn 1: Running Alpha, trigger RHS. +8 heat.
Turn 2: Run + both PPCs, cooldown RHS. -8 heat.
Repeat. Any Streaks that don't fire on turn 1 can be fired on turn 2 and will still contribute to getting back to exactly heat neutral on a run. On top of that, as long as at least one Streak fails to fire (statistically likely), you won't run into any heat penalties at all through your own buildup.
