How does it work on Vehicles and protomechs?

It simply does 3d6 damage to either unit type, as detailed on page 139.

Thanks,I asked that only 'cause on Sarna is listed that it gives 3d6 of heat damage on both type of units.

Yes, the damage source is heat.  Vs mechs it causes 2d6 heat, vs units that don't track  heat, this becomes 3d6 damage from heat.  Certain BAs are immune to this heat damage.
