Where are the rules dealing with criticals and primitive vehicles?
I know that the Blake Secrets book deals with Mechs and Aeros with Primitive rules, but I can't remember what product handled ground vehicles.
Do they suffer the +2 roll modifier for determining criticals like Mechs do?

Primitive vehicles are actually built as support vehicles.  Because of this, the relevant chapter is in Total Warfare on pages 204-207.

To answer your specific question, other than the potential for penetrating critical hits (see the Damage section on pages 206-207) and Inferno hits (see the Vehicles paragraph on page 142), ground support vehicles are treated identically to combat vehicles with regards to critical hits.
