(Answered) Total Chaos - Surviving a Track

When the objective calls for an opposing unit to be crippled and survive the track, what does Survive the track mean? Does it mean: Unit does not fall under "Completely Destroyed" in Strategic Operations pg 175-176, or Unit is still active -- just with the restrictions of being crippled as found in Total Warfare, pg 258 under crippling damage?

Survive = Not destroyed, as defined by TW p. 128's "Destroying a Unit".
