So am I correct in assuming that Bandits can carry a point of battle amour hanging on the outside as well as a unit of infantry inside?

Yes.  A Bandit Prime with OMNI can carry a single unit of battle armor with the MEC special ability, and it also has IT4, it can carry infantry units totaling CAR4 (most IS battle armor units for example).
