The difference between Guards and Regulars

I was flipping through the Ghost Bear section of Field Manual: Warden Clans, and I noticed the tendency of the author of that section to use the Guards designation for Clusters that were actually Regulars...

For example, Omicron Galaxy's 6th Bear Regulars might have been referred to as a Guards unit.

FM: Warden Clans doesn't say, but are Ghost Bear Regulars Clusters effectively treated the same as their Guards Clusters?

Only Xi Galaxy's 5th Bear Regulars is referred to as the 5th Guards but that may simply be referencing the fact that they are the Galaxy Commander's personal unit.  The Bear Guard Clusters are the premiere units of the frontline forces while the Bear Regulars Clusters are the premiere units of the second-line forces.
