Unless something has changed since it first came out, no, they do not. You have to purchase them separately.

they all have the same half base as part of the sculpt that the box set plastics do.

Having it, I can tell you they do not. They only have the standard simili-hexe that barely keep them up.

The XTRO Lance Pack is a different type of lance pack.  The minis are not simplified like the generic lance packs (old starter sets), and it does not come with hex bases.
