Must Have: an effective suite of weapons capable of supporting dismounted infantry or covering the advance of infantry against HARDENED targets.
Must Go:

Must be able to withstand minimum of 2 hits of 20 points or more to the hull in all directions.
Must transport Minimum 5 tons of dismounts (infantry or battle armor)
Bonus Scoring:
2 points for each weapon with a range greater than 10
2 points for each 'dual use' weapon (aka useful against non-infantry, plus either airborne or infantry targets)
2 points for not requiring additional heat sinkage.
4 points for ability to engage with most/all weapons for 8 or more rounds of fire.
10 points for creative/factionally appropriate fluff text explaining how and why your design was adopted, and by whom it is used.

No fluff, but you can imagine the engineers confronted with the designed-by-committee requirements, and the troops reaction to the final result.

With the less than stellar performance of the "Avenging Angel" variant of the
popular Vindicator, several Capellan manufacturers found themselves with a
surplus of 225 rated fusion engines 10 years after the introduction of the
'mech. Looking for an appropriate application, they seized upon the ubiquitous
Goblin as a benchmark, and set about to do better in every way. Of course,
this proved a bit more difficult (and longer; the design effort took three
years) than initially proposed, and though speed was increased 20%, armor 25%,
and cargo capacity 500%, this neccesitated the removal of the turret, and
resulted in only replacing the SRM-4 with an LRM-5. Further, to make room for
the anti-aircraft radar, they removed the bow mounted Machine Gun. Where
permitted by more flexible commanders, crews will often divide the ammunition
bin and fill half with smoke rounds to cover the advance of the tank's
associated infantry. When asked about its suspicious resemblance to a
turretless Goblin, the engineers loudly asserted it was "Totally not a Goblin!
It's a bùshì yāojing! It's better in every way!" They claimed its higher
speed made the turret redundant, and pointed to the extreme elevation
achievable with the forward mount, despite the exposed weapon linkage this
required. Combined with the range of the LRM launcher and the enhanced
anti-aircraft targeting package, they also sincerely claimed this feature made
the tank useful against aircraft. While certainly flawed, the indigenous
production of the bùshì yāojing compared favorably with importing Johnston
Industries products like the Goblin, and it won contracts with planetary
militias anxious to please the Chancellor.

Is that a serious requirement? Two AC/20 shots to the rear of the vehicle and survive? That's quite a bit of armor...especially if you don't make it an 'all equal sides' vehicle. It's bloody impossible in fact, to do that on a Hovercraft with a turret. But I did it-For the Clans!

Fluff:Following the loss of contact with the clan homeworlds and their factories there, the remaining Clan warriors in the Inner Sphere identified an urgent need for conservation of existing assets, and replication of lost factories or replacement with new designs that could operate in similar roles. While many had large existing stores, new equipment was constantly needed, even with highly skilled salvage teams. Worse, non-clan Techs, creeping into more and more units, lacked the efficiency of their original teams, meaning more and more equipment was failing to return to action. What was needed, was something so simple even those idiots couldn't mess it up.
Although Hell's Horses scientists based their early efforts on the Kanga Jump-tank, once again they were unable to marry the jumping vehicle effectively to the roles it was called on to perform. They decided instead of struggling for years with a balky jump-system, they would instead build the hovertank to fill an immediate need-especially with the Jihad brewing. Designed to carry a Star of Elementals in safety, the Poundmaker design team found themselves in direct competition with the Hephaestus and were repeatedly forced to compare the two tanks to each other. Since the Poundmaker was designed to replace omnivehicles and Mechs in a cheaper Elemental-support role, it also faced severe criticism from it's intended userbase. Ultimately, the design found little acceptance within the Hell's Horses, but succeeded as an export, and sales have been robust. It's missile systems are somewhat awkward since they only carry 120 rounds to service 12 launcher tubes, but this is generally more than some Clan vehicles carry. It's lasers are mainly for anti-infantry work, but are also include a versatile medium mount to serve as a 'main gun.' Internally, the crew of one very overworked warrior and the five Elementals are kept separated-the driver/gunner in the turret, the elementals in the central armored bay. The bay includes several modest creature comforts, including recharging cables, stores of Armor-filler and Harjel, and a boiling vessel for heating water, cooking meals, and enough headroom to actually get out of a suit of Battle Armor.

I agree - can't make it take an AC/20 twice to any side but it can take an AC/20 to any facing and still have a bit of armour
