Title: Stacking 'Encumbering' items

Howdy.  I was wondering, while I know wear/using an encumbering item if you are already encumbered from being overweight makes you very encumbered/adds +1 to encumbrance level, but does this stack?

Lets say I have a strength score needed to use the equipment with no penalty.  If I use an encumbering weapon, and wear some encumbering armor, does that stack?  It looks like encumbering equipment is just binary--either you are wearing encumbering equipment or you are not.

The quote is 'A character already encumbered by
weight limit issues who in turn carries encumbering equipment
raises his encumbrance factor by one level'

I was thinking about jump troops, with their encumbering jump packs, carrying more encumbering items, and if that matter or not beyond the obvious weight implication.

The intent is that, yes, it stacks.

Thanks for the answer!  It does make heavy armor SRM troopers really slow haha.
