ATOW Question. During Character Generation when using the Life Path system can you use flex XP to buy new skills, that have had no XP given to them during modules?

Absolutely, the Life Modules aren't supposed to be a complete straightjacket of "Here's the only skills you have".
Life Modules are guides to collections of skills based on what narrative choices you have for your character idea.
Thus if you want something like Archery, when no life path supplied it, this is fine. Maybe your character picked up a few space You Tube videos about it and learned from a class during their lives.
It's not about winning or losing, no it's all about how many chapters have you added to the rule books after your crazy antics.
