I think I've finally figured out the secret of the Ebon Magistrate's successes:

they use mimetic cat girls. You don't even know they're there until they kill you with a hairball attack.

In other news, and its not surprising, but there's mention of the Ebon Magistrate in the new CapCon/Magistracy TRO.
