Com Guard and WoBM Division numbering

Is the basis for the numbering of Com Guard divisions ever explained? I have FM ComStar and looked through, but if there is an answer there I couldn't find it.
Is it pure maskirovka to jump randomly between numbers?

And for the Word of Blake's divisions, was the regular Militia always going to stop at 39 division, or were the additions of the Shadow Divisions and impromptu wartime decision?

Hello,

In the case of the Com Guard Divisions, no real explanation is ever given that I'm aware of.

In the case of the WoBM Divisions, that is likely never to be known.

Hi,

Well, when it comes to the Blakists, you may be closer to the mark than not in your guess that it was a result of being thrown off their original plans. Indeed, it's very possible that the WoBM would have just gone up to 50 or 60 Divisions, had they been able to fight the Jihad they really planned, while the Shadow Divisions might have been numbered 1 to 18.

But we'll never know, because a bunch of Steiner-Davions and their little Liao ruined everything.
