Yeah, they're pretty much identical to real-world hovercraft. You do see a few without skirts that presumably compensate with increased power, but even then they don't look like they could go high enough to clear a standing human. There's fluff about Gabriels being able to hop over low fences, but that's an extremely overpowered hover by mass, and it's described as an incredibly dangerous maneuver.
