Spare parts in space craft

I remember reading about maintenance rules somewhere that had to do with spare parts in cargo of dropships and warships.  It was something like a certain percentage of the total tons of the craft in spare parts reduced the maintenance.  I have not been able to find it again though. Does anyone know where it is?

Page 155 of StratOps talks about a minimum of 1% of ship mass being dedicated to spare parts (during the Star League era), but I don't recall any mention of reduced maintenance for having that level.  If Battlespace or Aerotech 2 (or even Aerotech) had it, I don't remember seeing it.  Campaign Ops has tons of references to spare parts, but the only way to reduce the cost seems to be to have the "Easy to Maintain" quirk.
