Field Report AFFS Naval Question

Hi, just been going over the Field Report AFFS and it mentions that

"Delevan, Kathil, Panpour and Layover account for ninety percent of all large naval craft produced in the Federated Suns."

While Galax is still building.

Later on it goes on to state that the AFFN's primary warship yard is deep within the heart of the realm. Given that Kathil and Panpour are close to the Taurian/Capellan fronts and Galax is still building, does that mean that Delevan or Layover would be the premier warship yard? Do we know which one it is?

Delevan.

Layover doesn't produce WarShips, just DropShips. All it's factories are based on the ground.

Remember that "Large Naval Craft" is fluff speak for anything bigger than a Small Craft.
