If it's anything like the Campaign Operations version, Foot Cavalry gives the Squad/Platoon +1 Movement and -1 Movement Cost for moving through Rubble (effectively neutralizing this deficit).  Very useful for Foot Conventional Infantry.

One quick clarification for Fluid Movement: that's one MORE MP reduction than granted by Foot Cavalry (still to a minimum of 1, though).
