A Capital Missile Bearings only launch (SO page 100-102) requires you to wait a round between designation and launch.   During the interim, the battlefield can change, which may result in the designation becoming obsolete.  Can you choose to abort at launch time or is a launch locked in?

No discussion of an abort is in the rules so it seems like the question is whether 'launch' is an action on the part of the commander (in which case they can choose not to do it) or on the part of the programming (in which case it cannot be aborted). 

If you can abort, can the capital missiles be launched in the weapon attack phase as a normal launch?  Similarly, can the abort round also be used to initiate a new designation phase?

No abort.  The rules indicate the timing of the action, but once initiated, it's a done deal.
