So according to the TechManual BV Errata (Dec 17)
"Multiply the Weapon Battle Rating by the Speed Factor to give the Offensive Battle Rating. Note: IndustrialMechs, unless equipped with Advanced Fire Control (see p. 69), multiply their Offensive Battle Rating by 0.9"
How does this apply to Primitive Industrial Mechs?
IO (pg 193) states
"Primitive Fire Control Systems and Cockpits: When calculating the Battle Value of any unit that features Primitive
fire control systems, sensors, or piloting systems, remember to account for any resulting Skill modifiers at the end of the BV calculation process."
Which is kind of weird. It seems to be suggesting to treat it like, say a Pain Shunt which produces a modifier to the pilot's Gunnery and Piloting, rather than how the IndustrialMech is treated, which is a modifier to the Mech itself.
SSW had a -0.05 modifier to the Industrialmech's 0.9 Modifier (making it 0.085), which presumably came from somewhere, but seems to be lost in time due to board changes.
So I guess the question is...how is the BV of a Primitive IndustrialMech determined?
