Naval C3 (TO, p.332) allows a WarShip to target a unit at Extreme Range (+6) but use the Short Range (+0) bracket instead, so long as a friendly Naval C3 unit is within that weapon's Short Range for the target.  Screen Launchers (TW, p.251) can block LoS between space units, but it is not a wall.  If a unit is within a Screen hex, LoS is still valid.  But, there is a +2 (or greater) to-hit modifier for targeting that unit and for any attacks made by that unit.

1)   If a target unit were to use a Screen Launcher to block LoS between itself and a WarShip, yet the WarShip's companion Naval C3 unit still had a clear Short Range LoS to the target, could the WarShip fire at the target unit?

2)   If so, is the +2 (or greater) to-hit modifier applied or ignored for that attack?

1) No.  "Block LOS" is categorical regardless of fluff descriptions.
