There are 4 types of C3 available to play with: C3, C3i, Nova CEWS, and Naval C3.  The rules for calculating standard C3 Battle Values (TM, p.315) are very clear to me.  You add the BV of each unit in the network together, and then take 5% of that total.  This 5% is applied to every single unit in that network.  The BV costs are quite high and C3 systems see little to no use.  This is mainly because a simple 61 BV ECM suite (TM, p.318) completely negates the C3's advantages.  The C3 Boosted System tried to solve this problem, but is blocked by the very popular Angel ECM suite's meager 100 BV (TO, p.383).  The only two viable C3 systems are the Naval C3 and Nova CEWS.  The Naval C3 can only be blocked by the 30,000 ton SLDF SDS Jammer (IO, p.148), while the Nova CEWS can only be blocked by another Nova CEWS (IO, p.66).

When calculating the BV for a Force, Tactical Operations has Advanced rules (TO, p.386) on how to calculate a C3 network's final BV.  The title for this section is called "COMMAND, CONTROL, AND COMMUNICATIONS (EXPANDED)".  Like most Advanced rules, I assume everything written here overwrites what is written under TechManual's "COMMAND, CONTROL AND COMMUNICATIONS (C3 )" section.  The problem is that Tactical Operations' rules are very confusing.  The grammar is so bad that it becomes hard to understand the intent.  TechManual very clearly states "Add 5 percent of the total BV" while Tactical Operations states "Add 5 percent to the total BV".  That is a huge difference in meaning!  Adding 5% to the total BV means you add together the BV of all units within the network.  You then take 5% of this total and now add it to the Force's BV.  This is very simple, and the Boosted C3 System confirms this by saying "Boosted C3 networks add 7 percent to the total BV of all units in a C3 network".  You would simply find the total BV of the C3 network and add 7% on top of that total.

The Nova CEWS uses another method of calculating BV (IO, p.189).  It's rules state "the Nova CEWS adds to the total BV of a force that includes units equipped with this system. This increase equals 5 percent of the total BV for all friendly units that mount a Nova CEWS".  This calculation is even simpler.  You just take 5%, of any Nova CEWS equipped unit's BV, and add it to the Force's total BV.  Network configuration is irrelevant.  This is because Nova CEWS has a dynamic network that can change every turn.

1)   Using Tactical Operations' Advanced (Expanded) rules, do C3/C3i/Naval C3 networks simply add 5% of the network's BV to the Force's BV?

2)   Does the C3 Boosted System work, as stated, by simply adding 7% of the network's BV to the Force's BV?

3)   For mixed C3/C3 Boosted networks, do you simply add a flat 5%/7% BV of each unit's own BV to the Force's total?  Meaning a C3 Boosted unit would add 7% of it's BV, while a standard C3 unit would just add 5% of it's BV?

1: No.  The wording is intended to match that of TechManual.  it will be corrected in the upcoming TO printing.

2: As above, substituting 7% for 5%.

3: As above, but Boosted units only pay 7% if they are linked to at least one other Boosted unit (since that is when it gains the Boosted benefit).  Boosted units that are only linked to standard C3 units only pay 5%.
