Do hot loaded missiles get a bonus to hit due to an Artemis system? Can hot loaded missiles be dumped?

Yes. p.103:
Equipment: All missile-related equipment still apply all their
standard modifiers when using this rule, such as Artemis-IV, -V,
NARC and TAG munitions and so on.


And yes, you can dump hot loaded ammo per the normal rules.
