How is this intended to work? Recalculate cruise and flank MP at the start of the turn, during movement or at the end of the turn? Recalculate all movement if the unit traverses a single sand/snow hex?

What's the correct procedure when travelling over a mix of clear and sand (or snow) hexes specifically?

The Combat vehicle version in Tac Ops seems much more clear, just reducing base Cruise MP as part of the design.

I don't understand what you mean. How do you determine how many MP are available and when during the movement phase do you decide?

If a wheeled support vehicle with dune buggy and 5 cruise MP starts on a clear hex, moves across two sand hexes, one clear hex and then another sand hex how many MP does it have left?

It feels like this could be expressed as the base design having one less MP, then bonus MP if all hexes traversed are the appropriate type, similar to the way wheeled vehicles on roads work. Alternatively swap the MP costs for clear and sand for a dune buggy.
