Pg. 318 of Tac Ops has the stealth modifiers for conventional infantry armor.

Based on the modifiers it seems that DEST Infiltration suits and Sneak with IR should give the STL ability (They grant a +1/+1/+2 Modifier against non infantry units), while Sneak with Camo should give the MAS ability.

Based on the MUL for Heavy Jump Infantry DEST Heavy Response Platoon ( http://www.masterunitlist.info/Unit/Details/1437/heavy-jump-infantry-dest-heavy-response-platoon ) the DEST infiltration suit also seems to be granting the LMAS ability.  Though there doesn't seem to be anything in the conversion rules mentioning this.

Is this an oversight?

Researching.
There's technically no STL rules for conventional infantry.  There's non-infantry, and battle armor, and nothing else.  That's why conventional infantry have LMAS, there's no conventional infantry with STL.
