(Answered) Clan/Inner Sphere tech mix and tech teams

On StratOps p. 171 (1st ed.) there is an explicit penalty (+2) listed for IS teams on Clan tech. Is there a corresponding penalty for Clan teams on IS tech? Also, if both Clan and IS teams work on a mixed tech mech would the +4 modifier on P. 172 still apply?

No penalty for Clan Tech on IS equipment.

Yes, the penalty would apply with mixed tech teams: the problem is innate mechancial incompatibility, not tech skill.
