The PHX-99 Phoenix Hawk.  Defeats the purpose of being a medium skirmisher and turning it into a turret.

I'm surprised no one has mentioned the Jagermech yet.  Really quite good at providing AA defense (so long as you are using Flak ammo) but sod all use for anything else.
Because the Jagermech has a serious case of 'depending-on-the-variant'-itus. Even then, the OG stock standard has *some* operational leeway as an inefficient sniper or long-range infantry abuser.

The Solaris specific mechs. Highly expensive, usually sporting experimental technology, and not very useful for much else other then dueling.

Testbed units like the Hellfire or the Super Griffin
Spotter mechs such as the Kintaro or Ostcout with TAG.
Command mechs like the Cyclops. Without a command console or the command mech quirk, some of them become just average or poor mechs of their type.

I deliberately excluded Solaris designs in large part because of the Aquagladius (which I'll be honest really isn't that good of a specialist).

I'm re-reading TR3055U right now, and while it's one of my favorite TROs and was an important entry in getting the old books updated and back in print, some of its designs have not aged well at all. The Aquagladius and Great Turtle (whose overspecialized niche is to stand there and get shot) are right up there.

All the Solaris mechs being very obviously built for the old, pre-TacOps rules doesn't help.

Technically the same could apply to the rifleman or blackjack.

Rifleman, yes. But the Blackjack isn't particularly overspecialized - decent mobility (for the era), armor, and short-range firepower makes it reasonably useful for roles outside long-range sniping and AA.
