You must have a different copy than me, as mine has no internal boarders.  In fact, only  the RWR and Outworld Alliance gets internal boarders from what I can see.

In 3067 there are three unions in the Taurian Concordat.

Hyades Union - border cuts corewards between Atreus Prime and Sterope.
Farseer Union - border goes between Davetal and Gant, and up below Cadiz, Orkney and Charleston. Micros III is regional capital.
Perdition Union - the rest. Perdition is capital.
