What happens when a unit can get the bonus for going Hull Down or Digging In twice? For example a Tank goes Hull Down in a Fortified Half Level or a non-Mechanized Infantry Platoon Diggs In in a Fortified Hex, do they get the to-hit bonus twice or only once?
And can Battle Armor Infantry Dig In?
A unit is either Hull Down, or it is not. It gets the to-hit modifiers once. Whether the Hex it is in provides multiple conditions in which it might achieve Hull Down or not doesn't create multiple modifiers. The only element to keep an eye on is whether the hex the vehicle is in is 'built' by an infantry unit, as that provides additional benefits.
Likewise, infantry has no reason to 'Dig In' to a Fortified Hex, they're considered to be 'Dug In' as soon as they enter that hex, and will not gain that modifier twice.
Battle Armor can make use of the Digging In rule. Note that Digging In as a concept isn't just digging a hole for yourself (something most Battle Armors would need a lot of time to do) but to use the available terrain features to your best advantage. So a Battle Armor unit that Digs In will be using all available cover as best it can.

TacOps, page 108, Digging InAs this reads Infantry can Dig In in completely clear terrain (a hex with nothing in it) and can't Dig In in terrain that they would normally be allowed to, such as a forest, if a road run through the hex, can I please get some clarification on the conditions Infantry can Dig In in
If the hex contains roads, the infantry units cannot Dig In. p. 108:
"Digging in is an option in any type of terrain except roads, pavement, buildings and water."
