Trait usage

Just want to clarify. on p. 106 of the book it says that the effects of a given trait do not apply unless the given XP cost paid. Does this apply when paying for a new trait or every time you use a trait you have to pay before you can use it?

Only when buying the Trait.  Once you have it, you only have to pay if you want to increase its level.

What happens if I want to upgrade an existing trait? Is there an additional XP cost?

Yes, with GM permission, you simply pay the difference between what you've already paid and the new level's cost.
