Camouflage Clothing & Armor

Is Camouflage Clothing (AToW p. 297) still effective when a character is wearing armor over a portion of that clothing? If not, is armor also elligible to be camouflaged in order to retain the effect?

EDIT: Upon reviewing AToWC, was reminded that camouflaging armor is a modification there.
