Use of Tear Gas SRM's

TacOps, page 372 so you can find it easier

OK, I've got Tear Gas SRM's on my 'Mech or Vehicle (SRM Carrier would be best) I there's this enemy unit I want to hit with them, vehicle or infantry it doesn't mater. I can't target the unit, only the hex their standing in, no big deal I target the hex and make my attack roll, surprise I hit. Now what happens to my actual target?

Infantry, do they take the damage now or does the Tear Gas have to be on the board at the start of a turn for it to effect units? Or does the unit have to move into the cloud?

Similar thing for vehicles, do the make the roll then the turn the TG SRM's hit, the next turn if they still occupy the same hex or do they have to move into it?

I figure they make the roll on the impact turn during the weapons phase, and the effect is applied in the next turn. For units moving into an existing cloud, I'd operate similarly. Roll in teh end phase, with effects applied next turn.
