(Answered) How do Laser-Guided Bombs use TAG?

RAW, it looks like Laser-Guided Bombs will never get their bonus because the prerequisite can never be met.
Bombing attacks always target hexes:

Total Warfare page 245:
Quote
A unit at Altitude 5 or lower can make a
dive-bombing attack against a single hex...

Total Warfare page 256:
Quote
Altitude-Bombing: Altitude-bombing works similarly to straf-
ing, allowing a fighter to attack a continuous row of hexes...


But Laser-Guided Bombs specify that they get a to-hit modifier when attacking units:

Total Warfare page 256:
Quote
Laser-Guided (LG): Laser-guided bombs act exactly like HE
bombs, except when targeted against a unit designated by a
friendly TAG (see below). Against such units, apply a –2 to-hit
modifier.

Should we be tagging hexes to get the LG Bomb to-hit bonus, or should we assume that having a TAGged enemy unit _in_ a hex gives the to-hit bonus when attacking that hex with LG Bombs?
(I ask because MegaMek is picky about this difference)

Laser-guided bombs act exactly like HE bombs, except when targeted against a hex designated by a friendly TAG or containing a unit so designated(see below). Against such targets, apply a -2 to-hit modifier.
