Container Cargo Bay question

(Tech Manual, p. 239)

Can container cargo bays such as those found on the Buffalo Hover Transport or Bishop Transport VTOL be used to carry infantry?

(I understand that if the answer is yes, IndustrialMechs would be an exception and still would not be allowed to carry troops.)
