Not quite. Another hint....

The person giving the orders isn't human or even alive, given the fact that a puppet made of red fuzz speaking in a falsetto is not technically "living."

Yea, i was thinking Hauptman too , taking orders- Hauptman is a rank but its cigar shaped not have a cigar...I'm not good at this stuff.

well the red fuzz makes me think elmo

but the cigar shaped one (not stalker) makes me think jagermech, or urbie

I also thought elmo also but i thought jingau too for the cigar shape. I was also thinking one of the marauder types like dragonfire, maelstrom...
