1. As per IO, page 75:

All combat modifiers for darkness are ignored by the EI-equipped unit.

I haven't seen the term "combat modifiers" defined anywhere in the rules -- perhaps I'm just blind? -- so my question is if this includes firing and PSRs or just one of the two? Or perhaps it includes movement as well? I assume only firing, but I'm not sure.

2. Are protomechs meant to receive the benefits of EI as well as mechs?

2) No, the EI is required for piloting in the first place.  ProtoMech performance already factors in use of Enhanced Imaging.
