If a unit uses Combat Intution (CO, pg 73) to preempt all other units, does that mean that the preemptive unit moves and shoots first? Or does that mean that its ranged combat effects are applied before the preempted unit gets to return fire? If it moves and shoots first, what is the Target Movement Modifier for the target unit?

Good question. By conducting movement and attack phases ahead of other units, then per the order of game play (Total Warfare p. 37) the other units have not been able to conduct their movement yet. Therefore, movement and range modifiers from the target's last turn apply.
