Can units fire out of buildings?

And where in the rules does it state this? ie TW?
I understand if a unit is in say a prepare position, or if it's say an infantry unit but can a mech just run into a building and start shooting out of it with no penalties at all?

If there's nothing special said (and I don't believe there is), then a unit in a building can indeed attack targets outside of it as per the normal attack rules. Which I suppose is only fair since they can also still be shot at at no penalty (though the building will absorb some of the damage). Remember also that a unit entering a building hex may take damage from doing so and may or may not risk falling into an unexpected basement.
