What refit class should adding (and removing?) Actuator Enhancement Systems to a mech be? The TacOps construction rules description of AES indicates that AES is incompatible with MASC and TSM, which strongly suggests AES would fit under Class F.

You just follow the rules: don't try to intuit fluff-based reasonings.  It's a component, and so behaves like any other component.  That it might happen to be incompatible with yet other components is irrelevant.
