When a completely submerged unit attack a partially submerged one that it has a valid LOS to in the same body of water, does the partially submerged unit have a partial cover bonus for being partially submerged?

I see that there's an "underwater" Other modifier in SATOR, but that's only if both targets are underwater. However, it's unclear if underwater is the the same as being partially and/or completely submerged.

A 'mech in depth 1" water always has partial cover. "Water: ’Mech units that are standing in Water terrain at a depth (negative elevation) level of 1 inch will receive partial cover benefits from the water."
The water partial cover modifier doesn't matter where the attacker is, only whether the target is a 'mech in depth 1" water or not.

The partial cover modifier is even more specific, "If a fully submerged ’Mech (standing in water features of 2 or more inches in depth), attacks a ’Mech standing in water of a depth level of 1 inch or more, the target still has partial cover."

Well look at that. It's in the SATOR chart! While I'm glad that it's written so plainly, is this the only place that this is mentioned?

To me, when I see a table/chart, I expect it to be redundant with the full text of written rules and meant as a shorthand reference. However, sometimes a table is the most concise way to detail a rule, like the Artillery Range and Damage Table which would be far to verbose and redundant to write out.

The SATOR chart just seems to be sorta somewhere in the middle.Unless I'm mistaken on where all the SATOR information is derived from, I find it difficult to find information if sometimes novel info is in a table, but not in the text, but most of that same table is redundant information.
