Why Do 'Mechs Standing in Buildings Get Partial Cover?

So, it makes sense that a 'Mech standing immediately behind a level 1 building receives partial cover, since buildings affect line of sight similarly to hills and 30 meters of building should suffice to absorb any weapons fire. However, it's odd that 'Mechs standing inside of buildings receive partial cover (BMM, page 72). Consider that one 'Mech firing at another standing in a level 2 building will receive no target number modifier for the presence of the building, and will instead have its weapons damage reduced by the building. On the other hand, a 'Mech firing at the same target standing in a level 1 building will have a harder time hitting it's target (+1 for partial cover), and any weapons fire hitting the legs will be completely absorbed by the building.

As a consequence, a 'Mech standing in a level 1 building will often be better protected than one that's ensconced within a level 2 or higher building. Wouldn't it make more sense for there to be no partial cover modifier and for any leg hits to have their damage reduced like attacks against 'Mechs completely inside a building (BMM, pages 71-72)?
