I understand that shields are to be treated like objects which use the barrier armor rules, and that shields provide full cover when crouching [A Time of War, pg. 290].
However, "A Time of War" appears to be silent on what shields do when a character is not crouching. How do shields work when a character with a shield is not crouching?
Further, how do shields work with the hit location rules when a character is not crouching?
On page 171, it is said that cover modifiers apply to "... hills, furniture, or anything else that the target is not wearing or carrying (such as armor or shields), ..."; does this state that cover modifiers do not apply to shields, when page 290 appears to be telling me to use the full cover modifier for shields?
