On page 41 of CO it talks about negotiating contract terms.
Presumably if you don't have your own PC, you use the values you generated on page 34, under the Command Rating section.
So if you rolled a 4 for your negotiation rating on page 34, then you would roll 2d6+4 for your roll.
However, the book says that the negotiation roll is opposed.
What value is used to oppose the PC's roll? The final paragraph before Pirates subsection on page 41 states "Most employers take care to staff or hire skilled negotiators." and "For those without it [ATOW]the NPC has a base Negotiation value [6 Intelligence + 2 Skill Rating] of 8).
However, ATOW doesn't work that way. It isn't a system where you add the skill to the attribute. The attribute, if high enough, can provide a bonus to the roll, but it isn't directly rolled. (Unless I'm missing something in the NPC section).
So in the example giving above, would the NPC have +2 to his skill roll, and no other bonus since an attribute of 6 isn't high enough to provide a bonus under ATOW rules? Or would it be +8? Or something in between.
Oh and uh, Negotiation is linked to Charisma, not Int...
