The Heavy Hover APC has a lift capacity of IT3, but the infantry units list 20tons. Is it able to carry the infantry at 20tons or does the IT3 refer to a 30 ton capacity? Or can it lift 3x infantry units?

IT# can carry units with the CAR# rating.  Where the numbers are equivalent.  An IT3 unit can carry a CAR3, a CAR2 and a CAR1, or three CAR1 units.
(Those all happen to be tons for IT and CAR, but other transport abilities may not be.)
