Variable Speed Pulse Lasers (TO, pg 321) have not only varying damage values, but also varying to-hit modifiers based on range bracket.

Naval C3 (TO, pg 323) mentions that "Any energy weapons fired by the Naval C3-networked unit receive the range modifiers for the most advantageous range bracket to the target from a member of the friendly network."

Regular C3 (TW, pg 131) also mentions that one calculates the to hit modifier in the same way, but not using the exact same verbage.

Do C3-networked VSP lasers that are at long range, but have a 'spotter' at short range enjoy the -3 to-hit modifier integral to the weapon for short range, or would the -1 to-hit be linked to the long range damage despite C3 rules?  Would Naval and regular C3 work different for any reason with regards to VSP to-hit bonuses?

The best way to think of C3 is that it does not change the actual range.  It only alters the Range Modifier.  As such, all Type V (Variable Range) effects still use the actual range to the target, not the effective targeting range due to C3.  This normally applies to damage (SNPPCs and HGRs), but VSPL targeting modifiers are affected in the same way.  HAGs, whose cluster results vary based on range, are affected in the same way.
