for determining what deploys is active units lest say attacker has 35 units and comstar predetermined force running at 48 units.
first game The Attacker deploys up to 50% of their Campaign Force and Defender forces 100% of the Attacker's deployed force.  which means attacker deploys 12 units that rounded up. then Defender get to deploy 33% or get to deploy 12 units?
